  3.0   New Business

 

      A. Select and Appoint Senators and Division Chairs to the District Academic Senate’s Crisis Subcommittee       

The topic of today’s discussion is forming a Subcommittee of the District Academic Senate to develop guidelines for joint Division Chair Council/College Academic Senate meetings to consider the district-wide impact of local college decisions, to establish criteria for the reductions and changes, and to address the underlying issues which are responsible for our financial predicament.

 

A lengthy discussion ensued on the expected outcome of this committee/task force, which has been labeled “Crisis Committee” at Mission College.  Of particular concern was the effect the committee’s outcomes would have on the restoration of faculty who have received March 15 notifications, who would have rights to “bump” faculty at both colleges and therefore affect programs at both colleges.  There was expressed a need to make clearer the charge of the committee as defined in the District Academic Senate Resolution of March 18.  There is a need to ascertain the appropriate role of the Academic Senate in the restoration process.  (Note:  the Academic Senate does not make decisions about dismissing people.  It does have a primary responsibility over educational programs - both their creation and deletion.)  After in-depth discussion by the senators and input from all faculty in the audience, the following motion was   passed unanimously (M/S/U - Buendia-Bangle/Sarlo):

 

 “Before the WVC Academic Senate forms the faculty restoration committee and selects its members, the Academic Senate requests that ACE clarifies our role and defines our charge in this process.  In addition, the membership of this committee must be representative of all faculty.  The Senate directs the WVC Academic Senate President to consult the State Academic Senate for guidance in this matter.”

 

The Senate requested that ACE reply to the Senate in a timely manner.  By “representative of all faculty” the above motion intends that the committee be representative of all the areas that the senate has representatives for - either the senate as a whole, or a committee with members from the same areas.  The charge of the committee is to be placed on the agenda for the next District Academic Senate.  President King will update the Senate on Mission’s Crisis Committee activities.
