I. Call to Order/Roll Call
The meeting was called to order by President
Don Cordero at 1:30 p.m. Senators present: Margaret Boone (AAS,
Ext. 3313), Lois Carroll (Instructional Support Serv., Ext. 3226),
Betty Christopher (Commercial Services, Ext. 3341), Don Cordero
(Pres/Counseling, Ext. 3142), Gail Greenwood (Social Science,
Ext. 3446), Judy Hooper (Student Services, 3146), Mike McKenna
(AAS, 2752), Peggy Messerschmidt (Communications, Ext. 3415),
Diane Pette (Student Development, Ext. 3138), Clint Poe (Natural
Science, Ext. 3436), Joan Powers (ESL, Ext. 3401), Helayna Thickpenny
(CATA, Ext. 3368), Karl Ting (Math, Ext. 3442), and Jim Van Tassel
(PE/Bus/Engr., Ext. Also present: Vicki Johnson (ASB Liaison),
and Husam Asfoor (ASB Rep). Senators Absent: Saroj Sabherwal
(Technology, Ext. 3344). Guests Present: Norman Abrahams, Alex
Braun, Lee Callaway, Judie Del Frate, Steve Dinger, Ruth Madalena,
Steve Dinger, Frank Jewett, Phil Stokes, and Rose Tseng.
II. Approval of the Minutes
The minutes for the October 10, 1996, meeting
were accepted and approved as submitted (M/S/U - Greenwood/Pette).
III. Order of the Agenda
It was agreed, by consensus, that Item VII.
B will be addressed at 2:00 p.m. to accommodate those who wish
to speak to the issue.
IV. Oral Communication from the Public
Don noted that research has indicated that
the Academic Senate is prohibited from extending its endorsement
or financial assistance to any candidate. The Academic Senate
cosponsored a Candidates' Forum moderated by Don. All the candidates
present for the forum were invited to attend the Academic Senate
meeting and candidates Norman Abrahams, Frank Jewett, and Phil
Stokes accepted the invitation. They each introduced themselves,
made a brief statement to the Senate, and indicated their recognition
of the importance of the Academic Senate and their willingness
to work with the Senate. Mr. Stokes urged the Senate to note
Board member's votes in the minutes on issues of importance and
maintain a record of Board members' votes; Dr. Abrahams stressed
the importance of communication between the Academic Senate and
the Board of Trustees; and Mr. Jewett emphasized his view that
progress can be made through team work.
Don advised the Senators that the ASB would
like to hold an amplified political forum on Proposition 209 on
October 29, 1996, from Noon - 2:00 p.m. in Center Space. The
campus policy states that noise in the center space must be curtailed
at 1:00 p.m., and any extension must be approved by the Academic
Senate. Don asked the Senators to poll their constituencies on
this issue and advise him by phone as soon as possible.
V. Information & Announcements
1. The time for nominations for the National Institute of Staff and Organizational Development Awards has come. Don urged the Senators to consider faculty for nominations. Marsha Chan
and Margaret Boone, who have attended the conference in Texas, strongly recommend the experience.
2. A meeting of the local Academic Senate Presidents (Geocluster 6) will be held at Mission College on Friday, October 18, in Conference Room A from 9:30 a.m. - Noon. The Academic Senate Presidents from the entire northern Area B will then meet in HM 4A from
Noon to 5:00 p.m. The presidents will be sharing and discussing resolutions that have been
proposed for the Fall Session of The Academic Senate for California Community Colleges to
be held in Costa Mesa October 31 - November 2. Don advised that he has sent all the Senate
Presidents a survey regarding their internal organizational structure for departments and divisions and he hopes to receive feedback from them at tomorrow's meetings.
3. Tom Nussbaum has been appointed by the Board of Governors to a two year term as the Chancellor for California Community Colleges.
4. The Mission College Academic Senate will appoint three faculty members to the Hiring Committee for the special Assistant to the Chancellor position. Don urged the Senators to
recruit faculty from their divisions to volunteer to serve on this committee. This is an extremely important hiring committee as this individual will be designated to make decisions regarding the colleges and the district in the absence of the Chancellor. A copy of the job description will be distributed in the next week, and a call for faculty will be issued as well.
5. Don commended Mike Rao for his sensitivity and caring for all Mission College staff. For
the first time, Mike gave a small reception for district staff serving Mission College to express
his appreciation and gratitude for all their
work.
VI. Administrative Business/Actions/Appointments
A. Curriculum Committee - Don reported that the Curriculum Committee is looking for direction and input from the Academic Senate on enforcing Content Review. Don strongly recommends that the faculty need to review their course outlines; many need to be updated.
B. Matriculation/Workforce Update - Ruth Madalena reported on the status of current projects in workforce development. * The Semiconductor Mfg. Program is in place; we have established a partnership between Intel, Mission College, and San Jose City College. This fall we have three classes with fifteen students enrolled; one class is a very special interactive Physics class, designed by Associate Faculty members and using Mathematica Software. The program includes internships for faculty and students, and a proposal for an Electro Mechanical Lab has been submitted to Intel for consideration. We are trying to expand to include other companies as well, such as Toshiba. Ruth noted that there is a need for more marketing on the program and working with various organizations and high schools to promote the program. * The Mask Designer Program - the development of courses for this Associate Degree program are in progress and it is anticipated that we will be ready by Spring 1997. This program requires a drafting foundation and we are the only community college in the nation that will have the drafting software necessary for this program. * The Siemens Internship Program - twelve students from Sequoia High School are enrolled in the Mission College Associate Degree program in electronics. * The Telecommunications Technician Program is linked with the Siemens program and the Networking Technician Program. Mission College is eligible for a Department of Defense grant. She and Bruce Judd are preparing a proposal for that grant for up to $400,000 in hardware for remodeling of the electronics lab. The college is supported by Cisco, Siemens, and ThreeCom. * The college has been approached by the Society for Plastic Engineers at San Jose state University to develop a Plastics and Polymers Program. The labor market is being researched and the possibility for such a program is under investigation. * Ruth announced that Mission College has been identified as one of the technology prototypes for the state of California, and will be announced by the State Controller's office early November. The Senators commended Ruth for the excellent progress of the workforce project and for her incredible energy and efforts in this direction. In light of Ruth's report, Don stressed the urgency and importance of the Senate developing criteria and procedures for the establishment of new departments.
C. Committee Appointments
1. Select Senator & Faculty to serve on Staff Development Steering Committee The Senators unanimously (M/S/U - Christopher/Poe) confirmed the appointment of Steve Manske to this committee. In addition to a faculty at-large member, the membership of the committee also includes one Senator and the President of the Academic Senate. Peggy indicated some interest in serving on this committee, depending on its meeting schedule.
2. Select Faculty Member for Ace Benefits Committee - No one volunteered to serve on this committee. The Senate will put out another call for volunteers. Don urged the Senators to recruit from their constituencies.
D. Staff Recognition Award - A
Staff Development resolution was submitted to the Senate for
consideration by Helayna Thickpenny and was unanimously approved
by the Senate (M/S/U - Thickpenny/Pette):
VII. Old Business
As agreed, Item VII.B will be discussed before Item VII.A to
accommodate guests.
B. Consider Criteria for Placement of CA Department
Don asked the Senators to indicate whether
or not their divisions are interested in housing the Computer
Applications Department. The Senators from the following departments
indicated that their departments are not interested: Social Science,
CATA, Natural Science, Communications, Student Development, ESL,
Applied Science, Math, Technology, and Instructional Support Services.
The Commercial Services Division and the PE/Business/Engineering
Division who are interested in housing the department made presentations
to the Senate indicating their reasons and vision for the department.
The department has been temporarily housed in the Commercial
Services Division. Judie Del Frate spoke for Commercial Services
and Jim Van Tassel spoke for the PE/Business/Engineering Division.
The Senators discussed the matter briefly
and a motion to place the Computer Applications Department in
Commercial Services was passed with one abstention (M/S/P - Greenwood/Pette).
A. Review, Prioritize, and Adopt Senate Goals for 1996/97
The Senators reviewed and prioritized the most important six goals selected at last week's meeting. They were prioritized as follows:
1. Develop a procedure and the process needed to establish a new department. Develop a procedure and the process for expanding, combining, reducing or deleting existing departments or programs. This would probably be done in conjunction with ACE and the Performance Goals Committee.) Possibly write a position paper.
2. Collaborate in the development of a more effective recruitment plan for Mission College. (Need to define some target populations or MC programs or community trends.)
3. Develop a Shared Governance Plan for Mission College. Revise District Shared Governance
Policy so it more closely matches AB 1725 and the prerogatives of the Academic Senates.
4. Develop a plan and process for evaluation of administration.
5. Continue and enhance collaboration with the West Valley College Academic Senate.
6. Revisit last year's goals and prioritize
them. E.g., Examine existing committees and the process to sunset
a committee.
VIII. New Business
A. Discuss New Full-Time Faculty Hires for Mission College and Urgency of Depts. to comply w AB 1725 Hiring Ratios
Some departments have not assertively or aggressively
moved forward to hire full-time faculty when WSCH has been available
for the department to move in that direction. This seems to
have a negative impact on the college. The Academic Senate and
its subcommittee, Balance of Curriculum, is concerned with the
overall vision of the college and the direction the college is
taking for the future.
Don explained that the college has fourteen
(14) new faculty positions to fill. A few of these positions
may be used to fill positions vacated by recent retirees or other
resignations. The funding for these positions comes mostly from
the state's allocation for positions based on WSCH and growth.
Mission College is growing at a rapid rate, and faculty need
to respond to that growth. We have an opportunity to be creative
and reconsider the direction of the college. The Division Chairs
and the Department Chairs have been asked to project the future
for their respective areas. We need to consider WSCH and students'
needs. Lee urged faculty to dream; it is better to have requests
for twenty positions than to have a lesser number of requests
than the required amount. She will present a matrix of all
faculty positions available. Don noted that the Academic Senate
will work in collaboration with the Divisions Chairs, the Performance
Goals Committee, and the Curriculum Committee on this matter.
Agenda Items VIII.B through IX.3 were postponed to next meeting and no additions were made to Item X.

Announcements/Conferences
1. Mission College joins the Lee Denim Company in supporting breast cancer research during October, Breast Cancer Awareness Month. You can help by donating $5.00 for breast cancer research and by wearing denim to work on October 25. The national goal is to raise $1 million to speed the moment a cure is found. Donations will be collected by the Student Health Center; checks are preferred and should be made payable to Susan G. Komen Foundation.
** 2. The Center for the Advancement of Teaching and Learning at Florida Community College at Jacksonville has sponsored a national conference designed to help faculty improve the learning process. The National Conference on College Teaching and Learning will be held in Jacksonville, Florida, April 16-19, 1997. Awards will be presented for innovative excellence in teaching, learning, and technology. The nominee may also be considered for the Ernest L. Boyer International Award for Excellence in Teaching, Learning, and Technology, and carries a cash stipend of $5,000, contributed by the IBM Corporation. For additional information, see the announcement below.
3. The National University Research Institute will hold its Sixth Annual Conference in San Diego, February 18-20, 1997.
4. Tom Nussbaum has been appointed by the Board of Governors to the office of Chancellor for California Community Colleges for a two year term.

* The Center
for the Advancement of Teaching and Learning has issued a Call
for Papers for its Eighth National Conference on College Teaching
and Learning, to be held in Jacksonville, Florida, April 16-19,
1997. This conference emphasizes the use of innovative strategies,
such as cooperative and inquiry learning, combined with the use
of technology to support higher education learning. Additional
information on the conference is available from the Academic Senate
Office.
In addition, each college is eligible to
nominate one faculty member who has contributed in the most highly
creative ways to teaching, learning, and technology. Colleges
select their candidate using their own criteria.
The college may also choose to submit its
nominee as a candidate for the Ernest L. Boyer International Award
for Excellence in Teaching, Learning, and Technology, to be presented
at the Conference. Selection will be made by an international
faculty committee and will include a $5,000 cash award.
The Mission College Academic Senate is
seeking nominations for consideration of these awards. If you
are interested in making a nomination, or being considered for
nomination, please submit your nomination to the Academic Senate
Office by Noon on Tuesday, November 19, 1996, along with a biographical
sketch (maximum 65 words) and a summary of contributions (maximum
65 words), describing specific creative contributions. Include
field, courses, and effects on student learning/motivation.
** The Mission College Academic Senate is
seeking one faculty member to serve on the Mission College Auxiliary
Services Committee. The committee's charge is to review
proposals for food services and lease agreement for bookstore
management; make recommendations to the Board of Trustees; and
act as an advisory body for operational managers. The committee
meets as needed and the meeting schedule is established to accommodate
its members.
