I. Call to Order/Roll Call

The meeting was called to order by President Don Cordero at 1:45 p.m. Senators present: Margaret Boone (AAS), Lois Carroll (Instructional Support Serv.), Betty Christopher (Commercial Services), Don Cordero (Pres/Counseling), Gail Greenwood (Social Science), Judy Hooper (Student Services), Mike McKenna (AAS), Peggy Messerschmidt (Communications), Diane Pette (Student Services), Clint Poe (Natural Science), Joan Powers (ESL), Saroj Sabherwal (Technology), Helayna Thickpenny (CATA), and Karl Ting (Math). Also present: Paige Ashby (ASB Liaison), Lin Marelick (DCC), and Willie Brown, Jr. (Student Trustee).

II. Approval of the Minutes

The minutes for the September 12, 1996, meeting were accepted and approved as submitted (M/S/P - Powers/Hooper).

III. Order of the Agenda

Don advised that Marie Wellwood has been invited to today's meeting to formally receive the Staff Recognition Award bestowed upon her by the Senate.

IV. Oral Communication from the Public - There was no oral communication from the public.

V. Information & Announcements

1. The Senators agreed to invite the candidates for the district Board of Trustees to participate in a

forum on two separate occasions, one afternoon and one evening session. The Senate and the

ASB will collaborate on this event.

VI. Consider ASB Request to Support and Endorse In-Class Voter Registration

Willie Brown, the Mission College Student Trustee, asked the Senate to support the ASB's Voter Registration Drive scheduled for September 18 - October 3, 1996. The Senators agreed to encourage faculty to permit students to enter the classrooms to distribute and collect Voter Registration Forms. The faculty are not held responsible for the accuracy of information on the forms, nor are they obliged to participate in the drive. However, the Senators unanimously passed the following motions:

"The Mission College Academic Senate endorses efforts of the Student Senate for a voter registration drive from September 18 through October 3, 1996."

(M/S/U - McKenna/Christopher)

"The Mission College Academic Senate faculty is encouraged to cooperate with the ASB in its voter registration drive by allowing voter registration in the classroom."

Willie stated that the ASB will designate a specific location for deposit of the voter registration forms. He thanked the Senate for its support and cooperation in this matter. The Senate thanked Willie for his excellent work on the Board of Trustees on behalf of Mission College.

** At this time, Marie Wellwood was officially presented with a staff recognition award submitted by Karl Ting and presented by Gail Greenwood and Judy Hooper on behalf of the Mission College Academic Senate. The resolution passed at last week's meeting and a certificate of recognition was presented to Marie. She will be sorely missed.

VII. Old Business

A. Second Reading/Resolution on Computer Applications Department

The Senators reported that their constituents were generally in favor of forming a Computer Applications Department. However, there are concerns regarding where the department is to be placed, who will be responsible for the department, and the availability of facilities for such courses. At the present time, the coordination for CA courses has been placed under Business Office Technology, and it will remain there for the time being.

The second reading of the following resolution passed (M/S/P - Thickpenny/Boone) with one abstention.

"Whereas, The need for a Computer Applications Department at Mission College is urgent; and

Whereas, There is not presently a procedure for establishing new departments; and

Whereas, The urgency to develop new curriculum demands that a solution be implemented as soon as possible; and

Whereas, The Academic Senate will discuss in greater detail procedures for programming and establishing new departments;

Therefore, Be It Resolved, That a new Department of Computer Applications be established with the understanding that the process of establishing Computer Applications is not meant to set precedent. "

Don will take the resolution to the Division Chair Council on Monday and the Senate will consider the development of criteria and procedure for establishing new departments as soon as possible.

B. Finalize, Prioritize, and Adopt Senate Goals for 1996/97

The Senators developed the following list of short-term and long-term goals to be accomplished by the Senate this year.

1. Integrate General Education and Vocational Education

2. Develop Allocation budget plan

3. Administrative Evaluation

4. Develop and Adopt Mission College Shared Governance Plan.

5. Revise District Shared Governance Policy.

6. Examine the number of divisions at Mission College. Request that the OIG evaluate the structure.

7. Develop an Educational Master Plan and a procedure for the establishment of a new department

or to delete an existing department - possible a position paper.

8. Compare committee list to other colleges.

9. Align goals with the college's and district's goals.

10. Develop an outcome based curriculum (processes/structure)

11. Evaluate the Senate President.

12. Continue and enhance collaboration with the West Valley College Academic Senate.

13. Develop and promote formation of active advisory board for every program.

Don will review and edit the above list, dividing it into long and short term goals, and will forward the list to each Senate member to share with their constituents. The Senate will prioritize the final list of goals next week.

VIII. Reports

1. District Budget Advisory Committee Report - * Discussion concerned enrollment; the district needs to increase enrollment by 3-10%. If we just meet CAP, the district will be in the red by approximately $600,000. There are many questions as to why this is the case with a $1.1 million COLA from the state. Don reported that Mission College is close to last year's enrollment.

* The district's budget was discussed in broad terms, and priorities were established.

2. Others - Balance of Curriculum Committee (BCC) Report - * Don urged the Senators to recruit a faculty member to replace Jim Burrell on this committee. The vacancy should be filled by a non-vocational, non-student services faculty member. * The BCC is trying to get the department chairs together for a session to work on the schedule. The DC's are aware of scheduling concerns and the need for departments to work together in a collaborative effort to schedule classes to the students 'advantage. The Performance Goals Committee has been asked by the administration to set FTE aside for alternative schedules, and ACE could investigate how the union could support changes in the schedule and consider incentives to offer to faculty to encourage alternate class schedules. The primary concern with proposed alternate schedules is room availability.

1. A copy of the Matriculation Expenditure Report sent to all districts by the state Chancellor was

received from The Academic Senate for CCC encouraging Senate involvement.

2. A letter dated September 9, 1996, from the state Chancellor's Office re: Transitional Organization and Staff Assignments for the Chancellor's Office Economic Development/Vocational Education Division.

3. Letter dated August 30, 1996, from the state Chancellor's Office re: Student Equity and the 175 Day Rule/Academic Calendar.

4. Letter dated August 29, 1996, from The Executive Committee of The Academic Senate for CCC in response to Jean Montenegro's letter of August 16, 1996.

1. A summary of the September 18, 1996 meeting of the District Budget Advisory Committee.

2. The New Basic Agenda, Policy Directions for Student Success, from the Board of Governors for California Community Colleges.

Announcements/Conferences

1. The Fall 1996 Conference of the CCCAOE, CAVE, ED>Net will be held in Long Beach, October 21-24, 1996. The theme is, "Anticipating & Preparing for Change: The Art of External Environmental Forecasting."

2. MC Music Department's faculty member Nancy Bloomer-Duessen won first prize in the "Britten On The Bay" composition contest, winning cash, performance, recording, and publication.

3. The City of Santa Clara is hosting the "Mission City Holiday Dinner and Auction" to be held on Saturday, November 2, 19967, at 6:00 p.m. Mission College staff and faculty are encouraged to attend. Tickets are available from Kathleen or Rhoda in the President's Office.

XI. Future Agenda Items - No new future agenda items were added at today's meeting.
