II. Approval of the Minutes
The minutes for the September 3, 1998, meeting
were accepted and approved as submitted (M/S/U - Cordero/DelFrate).
The minutes for the September 10, 1998, meeting
were accepted and approved as submitted (M.S.U - Smith/Flolo).
III. Order of the Agenda
No changes were made to the Order of the Agenda.
IV. Oral Communication from the Public
Ian Walton announced that he is placing monthly
updates from Bill Scroggins, President of the State Academic Senate,
on the Mission College Senate website, rather than forwarding
them by e-mail to everyone. (www.wvmccd.cc.ca.us/mc/senate/updates98.html)
He has held several conversations with Dianne
McKay regarding the Senate position on Partnership for Excellence.
A State Academic Senate letter of advice to local senates is
expected shortly.
Ian attended the first meeting of the Educational
Policies Committee in Orange County last Friday. Major current
issues included preparation of a position paper on participation
of associate faculty in the state-wide senate structure and another
paper on the vision of the community college faculty in response
to assorted documents from groups like the Citizen's Commission
and the Education Round Table.
The State Senate Area B meeting will be held
at Mission College on Friday October 9. About thirty senate presidents
from bay area colleges are expected to attend. The Fall Plenary
Session of the Styate Academic Senate will be held in Los Angeles
on October 29 - 31.
Diane Lamkin reported that the Curriculum
Committee is continuing its work relative to interdepartmental
articulation and articulation with West Valley College. The state's
revisions to the regulations and guidelines pertaining to distance
learning courses will be distributed to the Curriculum Committee
representatives. She noted that one of the revisions is to delete
the requirement for personal contact with students. Finally,
she indicated that there is a discrepancy between the catalog
and information gleaned from the Counseling Center and the Departments.
The Department Chairs need to ensure that curriculum matches
the catalog listing.
Lee Callaway advised that she is back on e-mail and she will be attempting to answer her messages. However, she requested that people not respond to her via e-mail, but rather via a phone call. She reported that the latest draft of the college's WASC Mid-Term Report is currently being reviewed by the Standards Committee. The Senators will receive a copy of the final draft as soon as it is available. The Chancellor has requested that the report be submitted to the Board of Trustees by October 1, 1998. Dianne noted that a copy of WVC's Mid-Term report is in the correspondence folder.
V. Old Business
A. Joint Meeting w DCC to Review Applications for New Faculty Hires
A packet with copies of each submitted Full-Time Faculty Request for 1999/2000 was provided to each Senator and Division Chair. Each packet included statistics on the specific department relative to the number of faculty and the total FTE within the department. The timeline for making a decision on new hires is as follows:
September 17 - DCC meets with the Academic Senate
September 18-24 - DC's meet w Division Senator(s) to review and discuss applications
September 25 - Deadline for DC's to submit ranked positions
September 28 - The DCC will compile rankings and decide accordingly
October 1 - Rankings reviewed and approved
by Senate
Lee reported that the specific number of positions
available to Mission College has not yet been determined. There
could be as few as nine and as many as sixteen. She will advise
everyone of the specific number as soon as she obtains the information.
Lee encouraged everyone to think in terms of the over-all picture
when making their considerations; some position requests may not
be warranted at this time and some areas that need a position
may not have submitted a request. We may then need to urge a department
to submit a request. The following departments have submitted
requests for one or two faculty positions as indicated:

The request form asks for specifics on staffing
history and for information relative to specific criteria. The
criteria include the Balance of Curriculum Document; district,
college, department and division goals; demographics, community
needs, job training needs, trends, etc.; availability and expertise
of associate faculty presently in the department; AB 1725 goals;
anticipated retirements; and program review recommendations.
Discussion opened with the specific Department
Chair presenting the rationales and argument in support of each
submitted request. It was suggested that a two philosophy approach
should be considered in this decision-making process, one being
to make decisions based on a broad perspective with a long-term
view of the college and the desired direction for the college,
and the other is based more on immediate need. The participants
discussed how to proceed in depth, and Chris Olson provided graphs
and specific data regarding FTE investment efficiency for this
semester to date. Everyone acknowledged that the task is a difficult
one that must be approached from various viewpoints. There was
consensus, however, that positions approved within the last two
years that are currently vacant should be given top priority.
ASB President, Tarisa Wain spoke on behalf
of the students. In addition to the criteria already established
as noted above, Tarisa appealed to the Senate and DCC members
to give special consideration to certain areas that need funding,
specifically Counseling, DSPS, and the Library, to provide students
with the additional support services currently lacking in those
areas. She also spoke in support of the request for a Baseball
Coach, arguing that this position is important to the ASB in that
the baseball team is one of the very few ways in which the students
can achieve a sense of affiliation and attain a sense of community.
She argued further that the baseball team contributes to retention
as well. Tarisa stated that the position has been filled by associate
faculty for the last two years, and the team has consequently
suffered and deteriorated due to the lack of continuity and maintenance
of the equipment and the program.
Ultimately, it was agreed that everyone wanted
time to review each request thoroughly in order to make a rational,
intelligent decision. Each Division Chair will meet with the
division's Senate representative and attempt to reach consensus
on the ranking of requests. Lee will advise everyone as to the
specific number of positions as soon as that information becomes
available.
Dianne expressed her appreciation for the
discussion and urged that the Senators remember to maintain a
broad perspective. Both Lee and Dianne reiterated the importance
of Division Chairs and Senators meeting and attempting to reach
consensus.
B. Update on Candidate's Forum
Dianne reported that the League of Women Voters
will hold a candidates' forum at Saratoga High School on October
21, including all eight (8) candidates. Hence, they have opted
not to hold another such forum at West Valley College. They are
considering holding one at Mission College and have not yet confirmed.
Dianne asked for direction.
Don suggested that we conduct our own forum,
as in the past, and recommended that it be held on the evening
when most Political Science classes are in session. It was agreed
that Dianne, Don, and Jane will proceed with plans for a forum
and report back to the Senate. Judie Smith advised that voter
registration forms will be available in the Library within the
next week.
VI. President's Reports
1. District Council
2. AB 1725 Equivalency Committee (Sept. 15) - The committee met at West Valley College to review equivalencies for three faculty members. In addition, we discussed the issue of faculty availability for equivalency meetings during the summer. Joe Samuels proposed a SWAT team of faculty. Dianne suggested, and it was agreed, that during one of its last meetings in May, each senate would appoint two senators who could be called in case the Senate President (at Mission) or Senate Vice President (at West Valley) are unable to attend a meeting.
3. Division Chair Council (Sept. 16) - The agenda at District Council included reviewing the Pre-Board agenda for the October 1, 1998, Board meeting. Important items on that agenda include the approval of the Accreditation Mid-Term Reports from both colleges, the approval to purchase the upgrade of the Library Automated Systems at both colleges, and the extensions of the contracts for the WVC President and the Vice-Chancellor. An update was given on the status of support for classified staff to participate in shared governance. This item is moving through discussion and fact-finding and continues to make progress.
4. Others:
a) Partnership for Excellence Task Force
(Sept. 16) - The task force met,
but Dianne was unable to attend due to conflict with District
Council and late notification. She received material that has
been reviewed and developed so far. Dianne will attend the next
meeting and report to the Senate.

1. The MC Student Health Center is offering the Hepatitis B vaccine for $30/injection (3 injections are required over a 6 month period).

The Mission College Academic Senate is
seeking faculty interested in serving on the Instructional Program
Review Committee. The committee meets on the first Monday of
each month from 2:00 p.m. to 3:00 p.m. The committee members
work on validation teams and assist programs going through the
self-study process. All interested faculty are invited to apply.
The Mission College Academic Senate is
seeking two (2) faculty members interested in serving on the
Search Committee for the Dean of Administrtive Services. It
is recommended that at least one of the faculty members have budget
administration experience and/or grant administration experience.
