I. Call to Order/Roll Call

The meeting was called to order by President Don Cordero at 1:42 p.m. Senators present: Margaret Boone (AAS), Lois Carroll (Instructional Support Serv.), Betty Christopher (Commercial Services), Don Cordero (Pres/Counseling), Gail Greenwood (Social Science), Judy Hooper (Student Services), Diane Pette (Student Services), Clint Poe (Natural Science), Joan Powers (ESL), and Helayna Thickpenny (CATA). Also present: Vicki Johnson (ASB Liaison) Guests Present: Husam Asfoor (ASB Dir. of Finance), Willie Brown, Jr., Lee Callaway, Carolyn Fisher, Manny Magallon, and Jane Patton.

II. Approval of the Minutes

The minutes for the August 29, 1996, meeting were accepted and approved with the following correction to Item VI.A.4 (Technology Committee Appointments) on Page 2 (M/S/U - Pette/Powers). The following faculty members are also committee members: Mike McKenna (AAS), Richard Przybylski (Technology), Jeannie Replicon (Natural Science/Alternate w Clint Poe), Kay Ringel (Commercial Services), and Jim Van Tassel (PE/Bus/Engineering).

The minutes for the September 5, 1996, meeting were accepted and approved as submitted (M/S/U - Powers/Greenwood).

III. Order of the Agenda

In order to accommodate Lee Callaway, the Senators agreed to reverse the order of business items under Old Business and to add Item VI.B.2. (Student Center Committee Appointment) (M/S/U - Petty Christopher).

IV. Oral Communication from the Public

Willie Brown reported that the Mission College Associated Student Body will sponsor an in-class voters registration drive in preparation for the November 5 election. The drive will be held from Wednesday, September 18 through Friday, October 3. He requested that the Senate consider a resolution by which the Academic Senate would promote and endorse the voter registration drive and encourage faculty to hold in-class registration for students. The Senators agreed to consider this matter at the next Senate meeting, and Don commended Willie for his hard work and commitment on the Board of Trustees to the students of Mission College.

V. Information & Announcements

1. Diane reported that the Chancellor's Conference of all California Community Colleges will be held April 15-18, 1997. Its theme is, "A Model for World Class Education and Training." Contact Ruth Madalena for additional information. Diane noted that April 18 is a district Flex Day and could present a conflict.

2. The Academic Senate for CCC will hold its Fall conference October 31-November 2, in Costa

Mesa. Don asked any Senators interested in attending to contact him as soon as possible.

VI. Administrative Business/Actions/Appointments

A. Curriculum - No curriculum business was reported at today's meeting.

B. Matriculation - No matriculation business was reported at today's meeting.

C. Committee Appointments

1. Select Senate Executive Committee - Don Cordero, Judy Hooper, Diane Pette, and Joan Powers volunteered to serve on the Senate Executive Committee and were approved by consensus. It was noted that Peggy Messerschmidt and Karl Ting have served on this committee in the past and may be interested in participating once again. Don will discuss the matter with Peggy and Karl.

2. Student Center Committee - Judy Hooper was elected, by written ballot, to serve on

this committee.

D. Staff Recognition - The following resolution was submitted to the Senate for consideration by Karl Ting and unanimously approved by the Senate (M/S/U - Hooper/Greenwood).

Whereas, Marie Wellwood has always been a source of encouragement to students and

staff alike as they enter Mission College; and

Whereas, Marie Wellwood has welcomed new staff members with a smile and guided them along through their first years; and

Whereas, Marie Wellwood has been a friendly and cooperative spirit that sets a tone for the

students with whom she greets; and

Whereas, Marie Wellwood, during the stressful registration period, helps provide order

when there is disorder; and

Whereas, Marie Wellwood has been an advocate of Mission College offering advice and information to all who seek her assistance; and

Whereas, Marie Wellwood is soon retiring, and we wish to acknowledge her many contributions to the spiritual as well as functional operations of Mission College; and

Whereas, Marie Wellwood should know that she will be sorely missed; and

Whereas, Marie Wellwood is the last to recognize what an integral part of Mission College she is;

Therefore, Be It Resolved, That the Mission College Academic Senate wishes to express its appreciation for her dedicated service to the students and staff of Mission College.

VII. Old Business

C. Update on Status of Candidates' Forum

Don reported that there are five candidates for the two seats on the District's Board of Trustees that are up for election; Brian Sloan is running unopposed for the third seat. He will contact all six candidates regarding the proposed forum, as well as contact the other organizations within the district and afford them the opportunity to prepare questions and/or topics for the candidates to address at the forum. Don and Diane Pette will keep the Senators apprised of the situation.

B. Review & Revise Computer Applications Policy

Last December the Academic Senate developed and adopted a Computer Applications Policy which formed a Computer Applications Subcommittee of the Curriculum Committee to review proposed computer application courses in a variety of software applications. The policy defined the limitations for unit count, course level, and instructor qualifications.

Lee stated that this issue is once again being raised in the Curriculum Committee. Some faculty appear to be concerned that these courses may draw students away from established programs. She placed several CA courses under the Business Office Technology Department temporarily over the summer so that budget, load, etc., could be designated. However, the matter needs to be resolved. She noted that most community colleges, including West Valley College, have a Computer Applications Department, and she requested that the Senate consider the establishment of a CA Department.

Questions arose regarding FSA's and FTE, and Lee explained that AB 1725 states that any FSA can qualify to teach a computer applications course, as long as the individual knows the software package. Don stated that FTE is not a concern at this time.

Jane Patton discussed her concerns and the difficulties she has encountered, under the present policy, to proceed with creating an adjunct CA course in Powerpoint for her Public Speaking students. She urged the Senate to resolve this matter quickly so that faculty will not be discouraged from attempting to create new curriculum that may well serve to draw students and create additional WSCH for the college. Manny defined Computer Applications as courses that teach using an application program that runs on a computer, such as Excel, Word, Pagemaker, etc. The committee's intent was to allow departments to present an introductory level computer applications course to specifically teach the use of software as opposed to using software to complete a program, such as graphic design.

A lengthy discussion ensued, and it was determined that the Academic Senate is the appropriate body to consider the formation of new departments. The Senators unanimously passed the first reading of the following resolution (M/S/U - Thickpenny/Powers):

Whereas, The need for a Computer Applications Department at Mission College is urgent; and

Whereas, There is not presently a procedure for establishing new departments; and

Whereas, The urgency to develop new curriculum demands that a solution be implemented as soon as possible; and

Whereas, The Academic Senate will discuss in greater detail procedures for programming and establishing new departments;

Therefore, Be It Resolved, That a new Department of Computer Applications be established with the understanding that the process of establishing Computer Applications is not meant to set precedent.

This item will be placed on next week's agenda for its second reading and adoption.

VIII. New Business

A. Review and/or Develop Procedures for Establishing New Department

Don advised that research has indicated there are no established procedures for the development of a new department. Don offered to have the topic placed on the agenda for the Area B meeting of the state Academic Senate, to be held here at Mission College on Friday, October 18, 1996. The following people agreed to call other community colleges and determine what their procedures are:

Don requested that the information be directed to the Academic Senate Office. This matter will be placed on the agenda as soon as all materials have been gathered.

B. Consider Academic Policies re: Lab Courses

Concerns regarding load and personnel issues as they pertain to lab courses, particularly lab by arrangement courses, have been raised in the Division Chair Council. Lee noted that there is a two tier system in place at West Valley College: 1) scheduled labs assigned load, a room, and instructor, and 2) lab by arrangement with no assigned load. At Mission College there appears to be a three tiered system in place: 1) scheduled labs assigned load, a room, and an instructor; 2) labs by arrangement with no assigned load; and 3) lab scheduled for faculty with load assigned but scheduled as lab by arrangement for students. Lee stated that there has to be an educational reason why an instructor is assigned to a lab and receive load. If there isn't an educational reason, then it is a waste of FTE. Lee will discuss this problem at the October 1, 1996, meeting of the ACE/District Load Committee. The Senate and the Curriculum Committee will have to resolve this issue. This matter will continue to be discussed in the Senate.

C. Consider Revisions to District Shared Governance Policy

The Senators were provided with copies of the current district shared governance policy and noted some language that should be changed in order to ensure that the Academic Senate's role is maintained in all eleven areas specified by AB 1725. This matter will return to the Senate as an action item.

D. Develop Shared Governance Policy for Mission College

Don recommended that the senate consider using the district policy as a model for Mission College. This matter will be placed on a future agenda for further development.

E. Consider ASB's Request for Two Seats on the Academic Senate

Husam Asfoor, the Director of Finance for the ASB, requested that the Senate consider two ASB seats with an advisory vote on the Senate. His rationale is that there are ten new ASB Senators anxious to participate on committees and become involved in the college's affairs. Two seats will ensure student continuity and involvement, as well as provide an excellent learning ground for interested students.

Don was asked to define an "advisory vote." He explained that an advisory vote is intended to provide an opportunity for a student to express his/her opinion to the voting body. It is anticipated that the vote will seriously be considered by the voting body and reflected in its action, but it is not counted in the final vote of the body.

It was noted that, at this time, there are no liaison members to the ASB from faculty; the ASB relies on their advisor Carolyn Kuri to provide faculty's views. However, the Student Senate would welcome the participation of any faculty member who would like to join the Student Senate as a liaison from the Academic Senate or to just attend the meetings, which are open.

Don asked that Husam present the request to the Senate in writing at its first meeting in October for consideration and action.

1. Chancellor's Advisory Council Report - No Report

2. Board Meeting Report - Don reported that the Board meeting scheduled for September 19, 1996, has been moved to West Valley College to discuss the pending litigation between the City of Saratoga and the District regarding the use of the football field. This could have significant meaning for Mission College.

3. College Governance Advisory Council Report - No Report

4. District Budget Advisory Committee Report - This committee will meet next week.

1. E-Mail Memo from Barbara Hayslip re: Associate Faculty Evaluation Forms.

3. Letter dated September 3, 1996, from the state Chancellor's Office regarding Faculty Internship Programs. The Board of Governors has adopted certain regulations related to these programs and will become effective October 3, 1996. A list of the regulations was included.

Announcements/Conferences

** 1. The Academic Senate for California Community Colleges has issued a Call for Submissions for Pictorial History of the architectural design of its 106 community colleges, for the 1996 FORUM. The FORUM is a professional journal showcasing the talent and creativity of the California Community College faculty and is distributed to all CCC faculty members. The deadline for submissions is April 23, 1997. Information and guidelines are available from the Academic Senate Office.

2. The Santa Clara County "Walk for Aids" is scheduled for Sunday, October 20. If you are

interested in participating on the Mission College Team, please sign-up in the Student Health

Center.

3. An announcement re: the Fund for the Improvement of Postsecondary Education Grant Application has been received by DeeDee Bicocca. The deadline is October 18. Please contact

DeeDee for additional information and assistance.

4. Free anonymous HIV testing will be offered in the Student Health Center (W1-303) on

September 17, October 22, and November 19, from 12:30 - 4:30 p.m. on each date.

5. The NC5 Conference will be held at San Joaquin Delta College, October 25-26, 1996. The

workshop strands will be: Distance Learning, Multimedia, Academic Discipline Specifics, Internet, Networking/Telecommunication, and Administrative Support Services. For additional information, please contact Ed Lodi at West Valley College.

6. Jane Patton will hold a series of Powerpoint demonstration and training workshops during

the Fall semester. Please contact Jane for additional information.

7. The Northern California Advocates for Global Education is sponsoring a forum titled,

"Building Student Involvement in Global Education." If you are interested in attending this

forum, please contact Joan Powers (ESL) at Mission College.

8. A Technology Forum will be held at Mission College on October 8, from 2:00 - 4:00 p.m. in

Room E1-603. Dr. Judd will provide updates and answer questions. All students, faculty,

and staff are invited to attend.

9. The 8th Annual West Valley-Mission College PowWow will be held on Saturday, October 5th, from Noon until midnight at West Valley College. All proceeds benefit the Native American

Scholarship Fund.

10. The Mission College Health Fair will be held in Center Space Wednesday, September 25, from

10:00 am to 2:00 p.m.
