SUBJECT: DISTRICT SHARED GOVERNANCE PROCEDURES

The attached procedures outline how the District Shared Governance Policy will be implemented. These procedures were developed in the same manner as the policy. In particular, they allow for a variety of of shared governance committee structures and mechanisms which may be different in each of the eleven areas of responsibility and may be different at each college.

It is expected that experience from the use of these procedures will be used to adjust them in the future. This adjustment will itself be accomplished in a shared governance mode.

Implementation Procedures

In the areas of

1. Curriculum (including establishing prerequisites and placing courses within disciplines);

2. Degree and certificate requirements;

3. Grading policies;

4. Educational program development;

5. Standards or policies regarding student preparation and success;

the following procedures shall apply:

a) Student, classified staff, and administrative representatives of the Board shall be included in the Academic Senate process of policy development.

b) The Academic Senate, prior to sending a recommendation to the Board, shall provide a copy of its recommendation to the College Council and to the Chancellor's Advisory Council as an information item.

In the remaining areas of Academic Senate responsibility identified in Title V:

6. District and college governance structures as related to faculty roles;

7. Faculty roles and involvement in the accreditation processes, including self-study and annual reports;

8. Policies for faculty professional development activities;

9. Processes for program review;

10. Processes for institutional planning and budget development;

11. Other academic and professional matters as mutually agreed upon between the Board of Trustees and the Academic Senate;

the representation of students, classified staff, and administrative representatives of the Board shall be within the College Councils and/or the Chancellor's Advisory Council and/or the developing shared governance committee.

In these remaining areas, if a policy recommendation has been returned to the College Council for further consideration and the resulting recommendation still does not rely primarily on the advice and judgment of the Academic Senate, the Academic Senate shall have the right to make an alternative policy recommendation when the Council's proposal is presented to the Board. The Board shall make the final decision on policy and, if the Academic Senate's proposal is rejected by the Board, shall identify its reasons for doing so, as provided in Title V, section 53203, paragraph D, subsection 1.

The President of the appropriate Academic Senate shall determine if an issue falls within the area of responsibility assigned to the Academic Senate by Title V. Should any disagreement on jurisdiction between the College President and the Academic Senate president not be resolved at the college level, the Chancellor shall make a determination of responsibility. If the Chancellor assigns responsibility to the College Council, the Academic Senate shall have the right to make an alternative policy recommendation when the Council's proposal is presented to the Board. The Board shall make the final decision on policy and, if the Academic Senate's proposal is rejected by the Board, shall identify its reasons for doing so, as provided in Title V, section 53203, paragraph D, subsection 1.
